Preheat your oven to 375°F (190°C).
Heat the oil in a large skillet over medium heat. Add the chopped onion and cook until softened.
Add the ground meat and cook until browned, breaking it apart as it cooks.
Stir in the tomato paste, paprika, savory, salt, and black pepper. Cook for 2–3 minutes until fragrant.
Add the diced potatoes and water. Stir well and cook for about 5 minutes.
Transfer the mixture to a greased baking dish and spread evenly.
Bake for 40–45 minutes or until the potatoes are tender.
While the casserole bakes, whisk together the yogurt, eggs, and flour until smooth.
Remove the baking dish from the oven and pour the yogurt mixture evenly over the top.
Return to the oven and bake for another 15–20 minutes until the topping is puffed and golden brown.
Let the musaka rest for 15–20 minutes before serving.
Garnish with fresh parsley if desired and serve warm.
